Environmental policies and regulations in the countries of Central Asia

Kazakhstan
Kygyzstan

Kyrgyz law contains provisions governing relations on the environmental protection and the rational use of natural resources. Among them are the Law of the Kyrgyz Republic “On Environment Protection” dated 16 June 1999, “On Protection of Atmospheric Air” dated 12 June 1999, “On Environmental Impact Review” dated 16 June 1999,  “On Specially Protected Natural Areas” dated 3 May 2011, “On Biosphere Areas in the Kyrgyz Republic” dated 9 June 1999, “On Radiation Safety of Kyrgyz Population” dated 17 June 1999, and other normative legal acts that establish a legal basis for the protection of the environment and its components. Special requirements on ecological safety for the protection of atmospheric air, water objects, species of fauna and flora, soil and natural landscapes, as well as for the disposal of the production and consumption waste are set forth in the Law “General Technical Regulations to Ensure Ecological Safety in the Kyrgyz Republic” dated 8 May 2009.

Tajikistan

The legal framework of the Republic of Tajikistan regulates issues related to nature protection. It includes the laws "On Ecological Expertise" (2012), "On Environmental Protection" (2011), "On Environmental Education" (2010), "On the use of renewable energy sources" (2010), "On Environmental Information" (2011), "On Energy Saving and Energy Efficiency" (2013), "On Energy" (2000), "On transport" (2000) and many more.

The laws regulate issues related to the legal, economic and organizational basis for ensuring rational, integrated use of mineral resources, preservation of natural environment, rational use of natural resources, regulation of water relations, relations in the field of protection and use of flora, protection and use of wild life, prevention of harmful impact of waste, etc.

Turkmenistan

The legal framework of Turkmenistan regulates relations in the field of nature protection. It includes the laws "On Nature Protection", "On Environmental Safety", "On Protection of Atmospheric Air", "On Waste", "On Drinking Water", "On Chemical Safety", "On Ecological Expertise" "On Specially Protected Natural Territories " and many more.

The laws regulate issues related to environmental safety of economic and other activities of legal entities and individuals, organization of management, protection and use of specially protected natural areas, relations in the field of sustainable and rational use of water, determination of legal and organizational basis for the protection of atmospheric air from emissions of pollutants, determine the legal, economic and organizational basis for nature protection, regulate relations in the field waste management, etc.

The legal framework of the Republic of Uzbekistan regulates issues related to nature protection. It includes the laws On the Protection of Nature, On State Sanitary Supervision, On Water and Water Use, On the Protection of Atmospheric Air, On the Protection and Use of the Flora, On the Protection and Use of Wildlife, On the Forest, On Mineral Resources, On Wastes, On Protected Natural Territories and many more.

The laws regulate issues related to the legal, economic and organizational basis for ensuring rational, integrated use of mineral resources, preservation of natural environment, rational use of natural resources, regulation of water relations, relations in the field of protection and use of flora, protection and use of wild life, prevention of harmful impact of waste, etc.
